Some sites like GitHub and Pastebin are currently being blocked by certain ISPs in India like MTNL, BSNL and Reliance. Who is answerable to the people of the country as to why these sites were blocked?

Seems like a problem in DNS. Fix this by using OpenDNS or GoogleDNS. I suggest OpenDNS cos it has "Open" in its name. :D

Change the DNS to google dns (Public DNS — Google Developers) or open dns(OpenDNS - Setup Guide) . Follow the guide to add open dns or google dns to your devices .

You can use either number as your primary or secondary DNS server. You can specify both numbers, but do not specify one number as both primary and secondary.
You can configure Google Public DNS addresses for either IPv4 or IPv6 connections, or both.
